Background and Qualifications

Mr. Kerr’s undergraduate degree was from the University of Michigan (B.B.A. with distinction). He then attended the University of Michigan Law School (J.D. with distinction). He was an Assistant Editor of the University of Michigan Law Review and the recipient of the Howard B Coblentz Award as the outstanding Assistant Editor. After a brief time in Detroit, Michigan, Mr.Kerr became a partner at Hathaway, Latimer, Clink & Robb in Muskegon, Michigan. He specialized in Trial Practice (Personal injury, General Litigation, Workmen’s Compensation). From 1976-1978 Mr. Kerr served as an Associate Professor and the Co-Director of the University of Michigan School of Law Clinical Law Program. He then became the Coordinator of the University of Maryland Law School Clinical Law Program where created a clinical program in which law students represented children in contested custody cases as a part of their legal education. Mr. Kerr also taught course in the Legal Profession, Torts and Family Law. Since 1984, Mr. Kerr has specialized exclusively in Family Law. He was associated with Allen, Thieblot & Alexander in Baltimore, Maryland before moving to Bregel & Kerr in Towson, Maryland.

Mr. Kerr was a contributing author to the MICPEL publication “Maryland Divorce & Separation Law”. He authored the “Child Custody” section from 1990-2009. He is the author of “The Use of Appointed Counsel for Children in Maryland: A Need for Standards and Guidance”, published at 26 Univ. of Baltimore Law Review 517 (1997). Mr. Kerr also published a book entitled “The Complete Guide To a Maryland Divorce” (Ex Libris-2006). Mr. Kerr is a member of the Maryland and Baltimore County Bar Associations, was the Chairman of the Education Committee of the Baltimore County Bar Association in 1993-94 and has been a speaker at a number of seminars on topics related to Family Law.

Mr. Kerr is the co-creator of Divorce Express and its Website (DivorceExpress.com).

Mr. Kerr was counsel of record in Bangs v. Bangs, [Pensions-the “if, as and when” formula Goldberger v. Goldberger (Voluntary impoverishment) and Frey v Frey, (prenuptial agreements not void), among others.

In response to the question “What would you like people to know about your approach to your work/profession i.e. why should someone seek your assistance?” Mr. Kerr would say the following: It is my practice to “do the least harm” in approaching every case. Effective representation, to me, implies a need to address the concerns and priorities of a client in the context of their own lives, values and priorities. It is important for a client to have the “freedom” to define themselves as they go through this process. I do my best to keep the client fully informed and as an active participant in decision-making. I have maintained good working relationships with other lawyers in this area, because it accrues to the benefit (financial and otherwise) of my clients and encourages a problem-solving approach. I am an avid reader and writer, as is attested by my unfolding “novel”, blog and “Twitter” (Yes, Twitter!) activities on the Divorce Express Website. (My alter ego is Dr. Dilemma) Working with people involved in a difficult time of their lives is a challenge many lawyers avoid. However, from my perspective, it continues to be a uniquely challenging learning experience.

Members of the Completely E-Legal:

Divorce-express is a website for the public. It will be in a constant state of change, as new areas of concern emerge. It is not intended to promote any particular professionals. Nobody pays to appear in our Network. In addition to being a source of information and a community for those involved in the process, Divorce-express is also a “system” designed for some, not all people, to pursue a divorce.  I hope the website explains that reasonably…

Completely E-Legal It Will Work If You Work It

Let me try and communicate my enthusiasm about what Completely E-Legal can do for Baltimore County Lawyers. But let me emphasize that its potential depends entirely upon how it is used, and by whom it is used.  My career has spanned the introduction of a variety of new “roles” whose aspiration was to improve our profession’s ability to respond to complex family law matters. More specifically, I refer to the BIA, the “Mediator” and the “Parent Coordinator”, although there are no doubt…

My alter Ego--Dr. Dilemma (He's on the Divorce Express Blog which will come to life very shortly)  received this inquiry:

Dear Dr. Dilemma –

My husband and I are separating this week and I’m filing for divorce. We’ve agreed on almost everything – except for the dogs. We bought our prize winning dogs together as puppies and they’re naturally quite attached to each other. My husband says to separate them or let them go back and forth between us on a visitation…

Bill,

Sorry I didn't respond so long ago, but I just haven't been taking advantage of this program.  However, I do recall reading your article, and thought it was terrific and motivating for the enticement of new members.  I am still selling RE, but also practicing selectively from my Coldwell Banker desk.  Lisa is my part-time (evening) law clerk.

Best regards,

David
